This process might annoy the target, but since you are launching the attack from a single source, both the source and the target will be subject to the exact same symptoms. This means your connection will be slowed just as much as theirs.

Since this attack will not disconnect the target, you're stuck maintaining the attack continually to annoy the target, which will mean you suffer the entire time. Instead, if you have access to your router, consider seeing if your router can boot the target device. Or setup or change your wifi security to cut off the target's access. In short, this is a terrible way to accomplish your task.
